Proposed Structure, Tender Release Dates and Anticipated Launch Dates

Dear Supplier,
 

We write to provide an important update regarding the anticipated renewal of the various framework agreements that sit within the Total Workforce Solutions portfolio, and that are due to expire in 2024 and 2025 once the full four year term has been completed as appropriate.

Further to recently received requests for information, it has come to our attention that there is some confusion within the market regarding the structure and proposed timelines regarding the renewal of the Total Workforce Solutions portfolio of framework agreements.
 

Whilst the structure of individual framework agreements and tendering timelines are subject to change at the discretion of HealthTrust Europe, to the extent it is possible at this time we have outlined the proposed tendering programme below, although would caution this should not be relied upon for planning purposes.

*If not already enacted, it is the intention of HealthTrust Europe to extend all Total Workforce Solutions framework agreements to the maximum permissible duration of four years, in alignment with the specific framework agreement terms and conditions.

 

In accordance with the Public Contract Regulations, all HealthTrust tendering opportunities can be found through the Find a Tender Service or through prior registration with the HealthTrust Europe Bravo Solutions tendering portal.

Bid Writing Organisations
 

It has also come to our attention that in anticipation of the release of Total Workforce Solutions III, some Suppliers awarded to the existing Total Workforce Solutions framework agreement have been approached by third-party organisations offering to write, submit and manage bids (Bid Writing Organisations) on their behalf, and therefore we feel the following may be useful to you in this regard:

• No one has prior access to Total Workforce Solutions III procurement documentation before it is published via the Bravo tendering portal following the Contract Notice;

• No bid can be guaranteed success. The procurement documentation has a unique selection and qualitative award criteria with answers being objectively assessed using tailored scoring methodologies. The documentation is drafted and assessments are conducted in compliance with the requirements of the Public Contracts Regulations 2015 - generic, non-specific answers may therefore be either scored down or receive no score at all; and

• Each tenderer will be held responsible (and liable) for its own bid (not the Bid Writing Organisation used). It is therefore the responsibility of the bidder to ensure:

• its answers are truthful and accurate to the required standard;
• there is no, and no suspicion of, collaboration between bidders; and
• the confidentiality of a parties’ commercial information is not compromised unknowingly by the bidder.
